Cortlandt Manor resident Jorge Barreiros and Yonkers resident Ricardo Jimenez surrendered themselves into the custody of the Westchester County District Attorney’s Office and were arrested on Tuesday after being implicated in the scheme.
The felony complaint alleges that the two men ““engaged in a scheme constituting a systematic ongoing course of conduct with intent to defraud” the Chappaqua Central School District,” Westchester County District Attorney Anthony Scarpino, Jr. said. In doing so, they “wrongfully obtained such property, actual services or other resources with a value in excess of $100,000.”
As part of the scheme, Jimenez, through his personal company, RJ Summit Services, Inc. fraudulently billed the school district for work that was performed by Barreiros and other staff members. In turn, Barreiros allegedly approved Jimenez’s fraudulent invoices. When the district paid the bill, Jimenez kicked a portion of the proceeds back to Barreiros.
Scarpino said the investigation into the two men and their scheme was launched more than a year ago after his office was contacted by members of the Chappaqua School District.
Both men were charged with corrupting the government. Barreiros, 58, has also been charged with bribe receiving and Jimenez, 54 is charged with bribery, all felonies. Following their arraignment in New Castle Tons Court, both men were released on their own recognizance. No return court date has been scheduled.
